My Bicolor Pseudochromis, is digging a hole under my rock. It takes up some substrate in its mouth, then it goes somewhere else and spits it out.

Sure, it is just making its environment to its standards. My damsel loves doing this.

I wouldn't be to suprised. Some fish do this. Of course gobies do, but also firefish, jawfish, some triggerfish. Its probably making a sleeping spot. How long have you had it?

I'v had him for a couple of months. I am worried because I do not want my rock work to shift and fall.

That can be a serious worry. It's a habit of many reef fish. If you have any precarious rock arrangement that is absolutely necessary to your stability, any keystone, you might have to superglue two rocks so they will stay put, or superglue a coral-branch prop in place. (I'm not kidding about the superglue.) I don't recommend supergluing all of them for the reason that you may ultimately change your mind about the arrangement or need to go after a fish you now regret buying...(got the t-shirt!)
