well I need to drain my tank completly before I add corals since my water quality now is terrible.....when I drain out all the old water/sand....then add my newly mixed water/new sand, will the tank cycle? If it does, can I add my base rock to the tank during this period? thanks,

why don';t u do A 50% change and go from there

I would do a series of 25% water changes, and let the tank stabilize for a while. Draining all the water could kill organisms on the rock and cause some decay, but it's probably safe otherwise.
