problems with ice cap 660

I have an ice cap 660 I purchased used . It will spark the bulbs on , but will not keep them running . they just flash light and then go dead . any ideas ? it is is wired with an ice cap wiring harness and was pre-wired when it came to me.

What was the problem? I have the same issue.

It was user error ( us ) . we were testing it using only two bulbs and we did not realize that you must run a certain wire color combo for a two bulb config . the wiring specs for each ballast can be found on the icecap website .
