Sand Turning Hard/Rocky

Hey guys,

A small part of the live sand in my tank has turned very hard and rocky.

Why is this happening? Is it dangerous? How can it be avoided? Should I crush the sand and stir it up?

LFS told me to get some sand sifters, cucumbers, or gobies to keep the sand top layer moving. What do you think?
