Hmmm...I just tried to create a new account and got the email in about 10 seconds...and that was a redirected email and usually takes longer than regular email...so the process is working properly.
I opened up the tables that keep the "waiting to confirm" folks and you are the only one in there (besides the bogus one I just did). I don't have your NCPARS registration form to compare so I don't know if you used the correct email address..I will PM the address you used to confirm it's the right one.
Make sure you check your bulk/spam mail folder in your Yahoo! email..but it came to my regular email folder (I have Yahoo! also). The subject will read "New User Account Activation" from "
[email protected]".
