does it cut down on the output of your lights if you run vho in a normal output fixture

I don't believe an NO fixture has the guts to even light a VHO bulb

It will light it but I'm not sure what kind of output you would be getting. I have one in my NO fixture (only because I got it by accident at the LFS and didn't feel like driving an hour to exchange it). It does have a hard time starting, but eventually it comes on.

fat-tony is right. I haven't tried it, but NO ballasts aren't designed for lighting VHO lamps. They may come on a bit, but the output will be pitiful or non-existant. I would suggest investing in a nice digital ballast meant to be used with (the correct wattage/length) VHO tubes.
