I am setting up a mini refugium. Will phytoplankton help along with LR and LS in the refugium?

Trying to grow phyto in your tank or fuge is usually an effort in futility. It either gets eaten or you get so much that you are continually plagued by green water problems. Since a Mayo jar, air pump and shop light are all you need to grow it, I'd do it that way. Here's a thread on how--Growing Phyto (http://www.advancedaquarist.com/issues/aug2002/breeder.htm)

Its hard enough to control and grow with a proper grow-station. I would suggest too using the station if your going to attempt this. You can also search Youtube to see the step by step process of how to set a grow station up if your more of a visual learner.
