It is a wrasse, but does not seem to be a Scott's fairy wrasse. This (http://www.liveaquaria.com/product/prod_Display.cfm?pCatId=1397) is one of the few variations of a Scott's fairy wrasse, as is this (http://www.solodvds.com/saltwater_index.asp?Name=Greenback+Scotts+Fairy+Wrasse&link=Wrasse&ID=34) .
Note that the ones in the links above have a sharper nose than the one you have shown - I would say that it is a Lunare wrasse (http://www.saltwaterfish.com/site_11_03/Lunare-Wrasse_490_4_61_84.html?PHPSESSID=efb2ddbbbcc16b0429522c02fe750672), not "shrimp safe".

As I said it is a Wrasse just not a Fairy Wrasse.
Thalassoma quinquevittatum - or Red ribbon wrasse, if I remember correctly I wouldnt try to put it with any inverts such as shrimp or crabs.

thanks so much
Looks a lot like a ornate wrasse and also has the head of a neon wrasse.

I think dragonladylea has got it right - look at this (http://www.hawaiisfishes.com/fish_of_month/past_fom/fish_3_03.htm)

Pretty positive that its not an Ornate or a Neon. Based on the photo and the barring I still say Red ribbon. The Wrasse family has a pretty extensive collection with alot of similar characteristics.
Thank you Shivaji - Those are beautiful pictures I had never seen those. Wrasses are by far my favorite fish. I just can't afford to house them all!! LOL
