I've also have the JBJ arctica, but it's the 1/3rd model. What you are describing is a 2 degree swing since it's +1 / -1 from the set point.

A degree swing should be alright, my tanks have had no problems for the last 2 years.

I have two of them and I agree its a little disconcerting to set it at 78, comes on at 79 and powers down to 77 but I do not think its bad - when I go diving I experience extreme thermocline that the fish, etc do to - they move around - this past weekend the temp was 83 on the surface and 67 at 100 feet - the most extreme I've experienced.

That temp swing is typical for the JBJ Arctica chillers. Our 1/4HP is controlled externally with a +/-1° setpoint. Hence our range is ~78-80° with a set point of 79°.
