Is there a way to make the DB9 ground fault isolator? I have access to DB9 connectors, pins, and tools.

Well since no one replied, I can tell you that this module is a optocoupler isolator, you can find them, but not cheap.

Thanks, I thought it was a matter of grounding some pins on either side. It is obviously more complicated.

See this THREAD (http://www.reefcentral.com/forums/showthread.php?s=&threadid=861976) for pictures of the inside. It's some kind of bi-directional, self powered optocoupler.
It is definitely not a trivial design. Unless you are an EE I recommend just buying one. Even if you are a EE and your time is worth anything, it is way cheaper to buy than to design/test etc.
