Using old sand

I have a ton of sand from a previous tank and am setting up a new one. It's very nice sugerfine and I am not looking forward to paying for new sand. Is it OK to use this sand again, or is it too full of "waste" that it is no longer useful?

Just rinse it out really well. What I would do is put it in a rubbermaid, fill the tub with water and let it spill over the sides while stirring the sand. Try and get the nozzle or hose or whatever you are using low in the tub so it pushes the waste up and out. Just make sure you're not spilling sand out of the tub.
