Chiller... how many HP for a 225 gallon tank in HOT Thailand weather

I want to run a chiller on my 225G (60x30x30) as i can not get the temp below 82

How many horsepower do i need to get the job done right without costing an arm and a leg on the electricity bills.

I live in San Antonio, Texas. We have 100+ F/80% humidity a great deal this time of year. I am using a 1/3 hp drop in chiller and 4- 4" fans blowing on the water. Using a Medusa controller I am keeping the temp at 78 F.
