Skimmer collection point

Is the place in the sump where the skimmer pump collects water for the inlet the same place that the water from the skimmer outlet should exit to?

Not ideally- the skimmed water should exit away from the water coming from the tank.

Generally it should exit to the next chamber of the sump. Otherwise you end up skimming the same water over again.

However if you have limited sump space and bubbles returning to your display it's OK to have it return to the same chamber , It's the lesser of two evils,
