Ammonia in synthetic SW

I just mixed up some fresh SW with Reef Crystals and for laughs did an Ammonia test and got .25 ppm. Is this right?

I tested my FW that I used in the mix and it was 0 ppm.

Shouldn't fresh SW have 0 ppm? Or is something wrong with my Reef Crystals?

Was the water aerated before the test was done? I don't think there's a problem with the salt, but you could check in the chemistry forum.

Water was aerated. Thought this might be related to my ammonia being .25 ppm even with water change when my nitrates and nitrites are at 0 ppm.
