No Go. Tap water has phosphates in it. Whats bad in the water will soak into the depth of the rocks. The rocks will then be spilling phosphates into the new tank.

FWIW, its generally not necesary to do huge water changes during the cycle. I like to do 10% weekly water changes (during and after the cycle).

It really depends on the tap water quality in your area. In most cases, tap water is fine for making up the salt water you will be curing your rock in. Generally, it's not good to use tap water on a continual basis in your tank due to the ACCUMULATION of unwated things such as phosphate. For example, if you are constantly using bad quality tap water for toping off evaporation, then any products in that water will accumulate, since they will not evaporate with the water.
