I have a tank in similar height to you and I think that you will be pushing to have lps at the bottom, I would say 250W would be better, however, if your lps will consist of the lower light requiring ones like mushrooms you should be ok and to have SPS on the bottom I think 400W would be best suited

Just out of interest do you have any SPS corals on the bottom?

I was thinking of upgrading my lights from 2 x 250 to 2 x 400, but only because I though I needed to?

all my frags go on the bottom and they attach and grow to the rock in a couple of weeks.i think it is just enough light

If your going to keep SPS high in the tank, then they will be fine. Its only common sense that its the distance from the light, not the depth of the tank that matters. LPS don't need the high intensity of SPS so they will be fine. Clams however? I have heard that their intense colors need intense light.
