I have an orange sherbert yuma, about the size of a quarter that I got about two weeks ago. It came on a good sized rock with a small baby next to it. a couple of days ago it vacated the rock. I figured it would settle in somewhere, but it is curling up and so is not attaching. Is the curling a sign that it is dying?

The curling is the poylp's attempt to guard itself as it moves about your aquarium. You could compare it to a polyp closing up when aggravated, touched, etc.

The best thing for you to do is place it in a low-flow area to give it an opportunity to attach. This can be achieved by finding a slow-moving area in your tank or by placing the polyp in a tupperware container in your tank filled with rubble rock to keep it stable.
