alright guys, this weekend i'm gonna be changin around my tank some and stuff. i'm going to be adding some kind of rubbermaid sump or something like it...was wondering what i do about making sure that the bulkhead i install is watertight and stuff...seems like it would be hard to cut the hole perfectly even. anyone have any tips or thoughts?

Tips for cutting a hole for the bulkhead? use a drill bit. They make bits to cutout 1" or 2" holes kinda like how they put in doorknobs. just check lowes or HD

Yup, any old wood-drilling holesaw and your handy drill will do the job in about 30 seconds. Just remember to do it on an even part of the plastic and the bulkhead will seal up fine.
