I have some macro algae in my refugium to export phosphate and nitrate , and at the end of each week I cut de algae and give to my tangs

My question is :

When I give the algae to my fishes, the phosphate back to my water ?

Yes, any phosphate absorbed by the macroalgae can be released back to the water column. Any part that gets added to the fish in the form of growth won't be, but the rest is eliminated and goes through the normal waste processing of the tank.
