I finished plumbing my tank tonight and i have one question. When the water drains into my overflow the bulkhead is still above the waterline. Is there anything i can do to stop the bulkhead from drawing in air? I thought about putting a 90 degree elbow in there. Will this work or cause my water level in the overflow to drop to this level? Will the water maintain a level above the fitting? Thanks

Put an elbow in there, but drill a small hole...like 1/8" in the top of the elbow to allow for a little air to enter. Otherwise, you'll get a toilet flushing effect.

In essence, it'll be just like the durso standpipe.

will this stop the air bubbles going into my sump?

No, you will get some bubbles. You need to allow a ceartain amount of air through or you will get a flushing action like Ryan said.....thus the air hole.
