Depends.
If the whole tail was destroyed, then no. When I mean destroy as in cutting it off through powerheads or something that is dangerous in the tank.
If the tail was bitten by another fish or some infection, it will eventually grow back. It may not be the same as before, but it will still grow back.

I got 4 yellow belly damsels and all 4 of them has damaged tails 2 of them has tail almost gone and I know they were pecfectly intact before I bought them. I bought them because I saw these fishes schooling together before I bought them. I think their tail got bitten by an older resident in my tank -- might be my coral beauty or my strawberry dottyback?

Is it the entire tail or just the fins of the tail that got bitten off?

it depends on the extent of the damage. i do believe that if the base of the tail, where the regenerative cells lie, is damaged, the fish will be unable to regrow the fin rays.
however, if the damage is sufficiently far from this area of active cell growth, the fin should grow back shortly.

Only the fine fin is damaged.

Then as long as they arent beig harassed anymore, they will grow back.
