If the reactor water source is limited to 29g, you could just add 60 tsp = 20 tbsp = 1 1/4 cup. That'll be saturation plus a bit.

Is there some sort of formula to find out how much to add
Yes I have a 29 gal topoff tank and a ReefTek Nilsen Reactors

The amount of lime to add is based on the reactor design. At saturation you will only be able to dissolve a maximum of 2 level teaspoons per gallon of fresh water. Many reactors do not reach saturation if they are only mixed a couple of times a day.
