Anyone know of any paint/coating that will not develop a chalky film?

Typically when an epoxy 'chalks' that means that it has planned obsolescence. Swimming pool paint chalks therefore nothing will adhere to it, nothing can permanently stain it though it only last a certain amount of time based on the thickness it is applied.

Anyone know of a paint that does not chalk and extremely UV resistant?

The reason the Epoxy paint in pools chalks is usually due to chemicals used to "shock" the pool water... UV radiation is another reason that epoxies chalk or harden. This IS NOT planned obsolesence... it is a chemical property of the epoxy.

There are UV stabilized epoxies.

For example:

Call them and ask about a potable or marine tank application.

West systems makes UV stabillized epoxies and also has a PDF regarding potable tanks

Here is some pool and potable stuff.

A google search will yield a LOT of companies.

Here is a sight that lists both UV and POTABLE epoxies. Call them and see what they have to say.

Sherwin Williams industrial coating division also makes a potable water tank lining epoxy. You can call them as well.
