Will a sleeper goby compete with a mandarin for food? I know they are both very difficult to feed...

Sort of. The goby will filter microfauna out of the sand that the mandarin could potentially eat. But, the mandarin can hint amongst the rocks for food. Could it be done? Sure. But I wouldn't do it without the tank being very established, the dosing of phytoplankton, and/or a large refugium.

Do you have a refugium or some other protected place for pods to breed?

If not I would not suggest a mandrin. They will do fine for a few months after which time the pod population will not be sufficient to support them. 75 gallon is not big enough to support one without a fuge or some other way to support them.
