Need opinions on Tek 2X39w retrofit

Hi, i'm thinking of getting a Tek 2x39w retrofit setup (or two) from hellolights for $129. It also comes with two free TRU brand bulbs. (1- 10k and 1- actinic) Is this a quality setup and are the bulbs good quality bulbs?

ok that didnt work.... well just do some research. They are cheaper at about 104$ at some sites....
