Can I use this device to messure saltnity of my tank water? Can it also be used as a TDS meter for fresh water?

The PinPoint conductivity monitor is good for measuring freshwater (like RO-DI) water. It doesn't read up in the range needed for a saltwater tank. Their salinity monitor does that. I have both, and have been happy with them.

Does conductivity monitor function the same way as TDS meter does?

All of them measure conductivity. Companies give them various names for marketing purposes, and calibrate them to various scales and ranges.

You need the Pinpoint Salinity meter to measure tank water or limewater potency, or a single unit from a different company (likely to cost much more) that spans the range from RO/DI up to tank water.
