Can i put 2 clowns in these parameters ?????
 
Can i put 2 clowns in these parameters as a biological start ?????
NH3 = 0
NO2 = 1-2 mg/l
NO3 = 10 mg/l
PH = 8.3
Temp = 27'
or wait till NO2 = 0

You can just add a bit of food if your looking to start the biological cycle. Damsel fish, which includes clowns, are very hardy and will often survive the initial cycle of a tank however, it can be done without stressing out any animals.
If i'm misunderstanding your post and your tank is already in mid-cycle, I'd advise waiting until those params come down before adding the clownfish.

Cycling with a live fish is a cruel way to start your tank. Wait until NO2 reaches 0, and then preform a water change to lower your NO3. Then you can begin adding livestock. Though I'd suggest QTing your clowns in a separate tank. You don't want to bring Ich into your tank you just spent so long cycling!

Wait until the cycle is over before you add any fish. Even though the clowns would more than likely be fine since they are hardy, it's more humane to let the tank cycle properly first. May I ask what you used to cycle the tank?

my livebacteria product didn't make any change i used it since the first day and now it 26 days ....

Do a water change (20%) and than re-test tomorrow. Doing a change will help out some and lower the nitrate levels. Did you get a large ammonia spike when you started the cycle?
