Porcupine Puffer Disease ID - Ich?

Good Morning,
I would like some help in ID`ing the issue with my porcupine puffer.
I picked up this fella yesterday however this morning it looked as if he has a disease. He is the sole inhabitant and this is a FOWLR tank.

Thank you, any advise and prescriptions is greatly appreciated.

Here is the Imgur album, I am having trouble resizing- sorry. http://imgur.com/a/tRR5o

Looks like velvet. From what I understand ick spots are more uniform in size where as velvet has varying sizes and there are usually more of them.

I'd do chloroquine phosphate in the display if it were me.

Thank you for the swift response. The spots do cover the entirety of the fish, so it may indeed be velvet.

I was looking into a product called dr g's marine aquaculture treatment. Not sure if it work or help cure the problem.
