I would try to get him eating pellets with color enhancers.
I agree with the rest i have not seen in person a fully transformed emp from a juvi. There was a thread not too long ago with a guy that had his change, But the bands were not complete and still not fully done with the change.
Color looked good as far as i could tell,(But i tend not to believe pics on the net) with yours the color looks to be bright. I would try some frozen angel food with sponge in it.
