Clown fish not getting along

Hello,

I have a 28 gallon salt water aquarium that has 2 older clown fish in it along with pulsing Xenia. One clown fish is bright orange and is around 5 years old while the other is a maroon clown fish which is around 7 or 8 years old. They have both been in the same aquarium for a while and have been getting along fine until a couple of days ago when the younger clown fish has been picking on the older one to the point where the older one is starting to breathe faster and looks like he is getting stressed out. Both of them have stopped eating for around 3 days and the older one is basically in the top right corner of the tank. I do have a 10 gallon tank as well and was thinking about putting the younger one in there until things calm down but since they have both been in the same tank for a while do not want put either of them in a different tank with different water. What might be going on and what should I do? I do not want to see either of them die but again something has to be done.
