Have you done a freshwater dip to confirm that it's definitely flukes?
There are strains of flukes that are immune to prazipro so other alternatives would be hypo and formalin.

I’ve done fresh water dips on one fish. Didn’t notice anything come off for sure. Not sure what else it could be at this point though. If it was velvet every fish would have been long dead by now, it’s definitely not ich. Not sure what other possibilities it could be.
