Well Miracles and I reached an agreement over the flaw and received $400 cash back (essentially 10%). I personally would rather not have the flaw over the money but I am hoping that once the tank is filled, it wont bother me so much. Right now, my eyes are drawn to it.

to Miracles for their customer service.
The tank did have its flaws but keep in mind they:
-immediately responded to my concerns by phone and email, including offering a cell phone number to use over a weekend.
-travelled from Canada to Pennsylvania in attempts to resolve issues.
-never even questioned the possibility that the movers caused the scratches.
-provided cash refund when I was not 100% satisfied.
And YES, I would recommend Miracles and buy from them again but being better educated I would request a special inspection of glass for trapped gas dots (specifically at the surface). I would also make sure I had glass suction cups to use for the move.
