I know what you're saying as far as water flow, lighting, etc. But in my experience, I have always placed the acro in a low/medium light area with good flow when I first place in the tank. And either immediately or within a few days they have all gotten PE. My brand new one had it 1 mins after putting in the tank. I will shift the shortcake to a lower /different area to change it up. But I'm having lower hopes.
