If you are doing bean do not drill the bottom but the back instead..
and yes even in a 40b I would still use a bean setup... (that my preference.. I wouldn't ever do a tank with a herbie or durso or whatever.. bean is the ONLY way to fly IMO)

and I would drill them at least a hole diameter apart (not center to center but edge to edge) so there should be 1.75" of glass (or more) between each hole..

and I would still use 1" bulkheads (1.75" holes) for the return if not doing an over the top return which doesn't require bulkheads..
