Reef-Octopus-NWB-150-Protein-Skimmer

yesterday i received my new Reef Octopus NWB-150 Protein Skimmer.
on the h: adjusting pipe there is rubber O ring to the poin that writes open-close.
my question is, if i have to push that pipe to fix it into the the T part?
or i just put it softly into the T part without pushing it?

this is the manual of the skimmer that may helps.
