Help! Anthias Has white spots

Square Spot Anthias pictured below was purchased a little over 2 weeks ago. Since purchase it has been in QT.

QT consists of 2.5 PPM (Recommended Dosage for ICH treatment) Copper Power. Also treating with PraziPro to treat for any possible cases of flukes. (Both medications have been present since the fish was inserted in QT)

White "things" almost look like skin pealing off.

Fish does not have cloudy eyes but does have a decreased appetite. It is currently housed with another Anthias (mated pair) and black clown, neither show signs of disease.

I've done some searching and really have no idea what they are. Any help would be appreciated.

I should also note the spots do not seem to be present on Gills or Fins, just his body and face.

I meant to treat with ICH X as well but realized I forgot. Will likely start that treatment tonight. I am doing this based off an article in a reliable source about QTing fish. Not sure if I am allowed to share the link but I am not going into it blindly.
