Best stuff to glue live rock together??

What is the best affordable type of glue or cement to use to glue live rock together? I can't let the rock get completely dry because it's all live and will be starting the rockscaping on my 300g this weekend. I plan to use zip ties on the bigger pieces but need something to glue smaller pieces.

have you tried the two little fishies aquarium putty? I used it and it work great keeping the rock together. I have seen people use the foam in a can, but I think you rock has to be out of water and dry for it to work.
