Can't tell from that video, can you get a video with all the aquarium lights on? Or a good photo? Just a super rough guess but it might not be algae at all, may be bacteria or dinos.

It's light brown in color. YouTube destroyed the original video quality.

Was the tank setup recently, could just be a diatom outbreak? Just do a couple water changes or run a phospban reactor and it should help.
