Starfish question on quarantine

So I have been reading a ton on quarantining. I saw a post by Humblefish that said starfish don’t need to be quarantined. Why is that? I thought the general rule of thumb is if it is wet it gets quarantined. I know that inverts and corals can’t host ich, velvet, etc but couldn’t they have these diseases in the cyst stage stuck to them?

I have a red fromia and sand sifter stars in my local shop but before I introduce them I want to make sure I do it right. Which would be a better chose? My tank is still in its infancy. 29 gallon tank with life rock and live sand. Tank is fully cycled and getting brown algae already.

no starfish in new tanks. Let it mature over 2 yrs

Starfish don't live well even in larger tanks. Chances are high in a 29G it will slowly starve over a period of months to a year and die.
