do i have velvet?

hello,

after thinking i had ich in my qt tank for all my stock i have come to the conclusion that it may be velvet instead (some guys in the industry down here say it has been common recently) as my tang is still spot free, but itchy while others in the tank, koran angel and puffer have had white blurry spots on their fins, i think too big to be ich.... some fish now seem to have faded colours especially my koran who's black colour seems to have a lighter whitish tinge to it, my dottyback has light spots on him and generally my whole tank is breathing like crazy.

you know youve got problems when your cleaner wrasse is scratching himself on the fish that is being asked to be cleaned!

tank has been at hypo levels for 1 week but no change so i went and bought all i needed for copper treatment last night, can i treat my cleaner wrasse with copper as i have heard that they dont survive? i have a pic of my puffer with a small spot on his fin, its so hard to get this photo as i have no lights on my qt tank and he moves his fins so much it blurs it!!!

so what do you think? im of the opinion now that if it was ich, my tang would shows spots as he scratches himself and hypo would have had an effect, so i think copper is my only option?
