Cleaning a cover??

I found a cover in my basement for a 20g... i want to use it but after i rinsed it off with hot water and dried it with a papertowel, there was a film on it that kept coming back.. Any suggestions?

+1 to vinegar or if glass you can also try to scrape it off with a razor blade.
