is there a way for the Radion to manually turn on? such as when I am cleaning the tank while the program is not ready to run yet?

Press the left "raise" button and the center "cycle" button at the same time to go into Override mode. If you are in night cycle, it will switch to daytime and stay there for the time specified for Override in your configuration. This is all on page 10 of the owners manual.
