white stuff in fish gills

just notice my orchid dottyback laying on the sand upright but breathing laborisoly. look at him closer and saw that one of is gills was white had to get to work so thats all I could get. wondering if anyone had any ideas what it could be. The other fish look great the corals are all happy last i checked the peramiters are perfict checked on sunday. tank has been up for 1 1/2 year. he was one of my first fish.
