Chaeto is green but getting smaller

I've been trying to grow chaeto now for almost 7-10 months and still have no success. I have a 6500k CFL on 24/7, nitrates are 10ppm and phosphates are almost .25ppm. I took the phosguard out of the tank and I'm getting ready to remove the purigen filter also.

I cant figure this out because its still green but its slowly falling apart. I started with a jam packed 5 gallon bucket and now its down to 2 gallons. Any suggestions?

I couldnt grow it till I used a 50 watt halogen bulb. I hope that helps!
