Not sure, but here is a helpful thread on the NS forum to help you:

Assuming you're trying to get an MJPEG stream, you first need to actually setup that stream in the webcam using a web browser:
http://webcamIPaddress:port/cgi-bin/CGIProxy.fcgi?cmd=setSubStreamFormat&format=1&usr=username&pwd=password Once that's done, it should display the results in the browser. Now, you can configure the stream in Fusion (make sure and select MJPEG): http://webcamIPaddress:port/cgi-bin/CGIStream.cgi?cmd=GetMJStream&usr=username&pwd=password You should be good to go once this is done. All entries above in bold will need to be supplied by you; don't change anything else.

Are you using Chrome or IE? If so, then I might try Firefox. Google seems to break streaming media every other release these days.

I'm not sure what to tell you at this point. Assuming all of the information is correct (IP address, port if other than 80, username and password), then everything should work. Taking the Apex out of the question, can you view the video stream in a web browser using that URL?
