green algae or bacteria

how do i get rid of this stuff

Can you get a pic? Seeing that your tank is 3 months old it might be going through a green hair algae bloom. Totally normal and should go away on its own. But, this being said, we need to know much more about your system. Please list your water params, how long the tank has been set up, and a description/pic of the algae would really help.

it looks almost like moss or grass on a putting green real short hairs i have a 30 gallon bio cube

Long hair algea and other algea in the beginning is normal.Lowering amount of time will help. You can just remove some to help and be sure to do your water changes. This will go away and if this is your biggest problem you ever have then good job. But sounds like your on the right track here.

how often should i do water changes and what test kits do you recomend to buy also what should my water params should be also how long i should keep my lights on the local store is no help seems like once you buy your on your own

I would start doing 10% weekly water changes. I personally like Salifert test kits for ammonia, nitrite, nitrate, alkalinity, calcium, magnesium, and phosphate. A pH test is good, but I prefer digital meters for that. Also, a refractometer for salinity would be a good choice. As for your recommended parameters, click the link below. Depends on what type of lighting you have but anywhere from 8-12 hour light cycles are recommended. Me personally, I have compact fluorescent lighting so I do a 12 hr light cycle.
