Can/Does a Skimmer Degass Ammonia from Aquarium Water?

Is there any evidence that this actually occurs? & if so, how effectively

No, degassing isn't effective for marine tanks. First of all, a lot of the ammonia will be in the form of ammonium (the charged ion), and that won't outgas. I doubt you'd see much of the ammonia go, either, in a realistic setup. What were you planning to try, if anything?

Nothing to try; just someone suggesting to me that degassing of ammonia is a major reason to use a skimmer. I didn't really agree, but I wasn't sure

You're welcome. A skimmer probably won't outgas much ammonia at all, in my opinion. It's harder to remove than that.
