female pipefish pair?

I got two bluestriped pipefish today, I wanted a male and female, but they both appear to be female (not having bumps on their snouts) and one appears to be attacking the other. They are chasing each other around the aquarium and one seems to be nipping at the other. Can two female pipefish live together without a male?
