Problems with Outside access - specifically Port Forwarding

So i can't set up the port forwarding so i am able to access the apex away from home, I just got off the phone with the support from Apex, they remotely took control of my computer and tried to figure it out but no dice, hopefully someone on here might know how to figure this out.

Anyway i have a belkin modem connected to a linksys router. So the Apex support (paul) set up the ports of the linksys, and then when he tried to get the ports set up on the belkin router he just didn't know what to do and kinda gave me the boot. So it looks like he was confused with the Public IP address part.

Basically im trying to get it set up so i can get access outside of my local network.
