Filling a Tank w/Fish

In an earlier thread I posted about stocking my tank, people mentioned stocking with fish for the top, middle, and bottom. I like the idea, but I am not familiar with what fish will swim where other than rock/cave dweller and pelagic swimmer. Wondering if people could guide me on which fish to get to make the tank look busy, but not too busy.

For this I will start at square 1:

2x Flame Angels (aware of risk factors): which level of the tank do they swim?
1x Mandarin (when tank is mature)

Looking for suggestions to work around those two species that will fill the space around them and their swimming habits.

Green chromis damsels are open area swimmers usually higher surface towards the top, anthias are open water swimmers and like to school also, are you planning reef or fowlr?

Ok tangs are really good and colorful too, hope this helps. . .tangs swim all over in the tank it would fill out really nice.
